If academically interested send them to university. If not train them in various agriculture related technology like Tissue culture of bush plants, clonal propagation, horticulture, spraying contract, small business book keeping, car mechanics, bush food production home based and marketing, training the trainer, legal and paramedic skills. There is a massive shortage of skill and on job training should earn credits rather than just academic TAFE skills. The nature of training aboriginal peoples should be more visual and spatial rathern than academic concept orientied and theoretical. This will change the way they pick up skills.
