Forget finding jobs. Concentrate on completing education. Young/old educated people can command, if not create, their own positions.

Its no good trying to generate 'running' results from 'walking' proficient people.

It should not be about just getting a person into work, it ought to be about preparing people to gain from entry level positions, rather than just 'fill' labouring positions.
