For Aboriginal people who are not 'work ready' the transition process is a 2 way street. Australia has imposed its system and 'solutions' on Aboriginal people for a long time.
Many employment opportunities do not have the flexibility to allow for cultural continuity. For example, fly in fly out workers may work as little as half of the year yet Aboriginal workers employed by the same companies cannot get time off for their annual law practices, or even for extended family funerals and other events. The attached Youth Media model attempts to address this by providing some flexibility. Similarly, I am working on a model for urban land management that combines sustainable land management and food production with traditional food production and knowledge. Recognising that many Aboriginal youth do not reside in just 1 location with the same family as parents, this model has flexible attendance across a network of work centres in a network of suburbs.
