It won't work because you continue to ignore the elephant in the room. Why is ther NO mention of unions and the real role they can play in ending the disparity? I have been working closely with employers and the MUA for several years getting REAL jobs for indigenous people, not tokenistic "uncle Tom" jobs, not low paying service industry jobs, but REAL $100k jobs where everyone is equal. Without the strong union support this program would have failed. Unions traditionally have supported Indigenous rights, the 50's stockmans strike was strongly supported by the Seamans Union of Australia, don't ignore this pillar of support, use it!
